You will need an outside air connection if the stove or fireplace does not get enough oxygen from air from inside of the house through gaps and the like. Relatively newly built houses are usually sealed and have mechanical exhaust air to ensure that the house has good ventilation. In these cases, the stove or fireplace needs its own outside air supply.
